✂ Remove deprecated configuration files
Remove deprecated Rubocop configuration that is not used anymore.
Indeed, since we migrated our latest Rails apps to Rails 5 and Ruby 2.4,
we do not need to maintain anymore a legacy configuration for Rails 3 and Ruby 2.3.
Let's clean repo a bit !
